Extend the full feature set of splitter also to lane splitters

TL;DR

Add circuit control to lane splitter and fast/express/turbo lane splitter

What?

Recently splitter have gotten circuit control logic. This feature was not added to the lane splitter at the same time.
The base game also only defines lane splitters for yellow belts. The other belt speeds are missing.

Why?

Automation calls for it. Just like circuit control is a useful feature for splitter it is also a useful feature for lane splitter. The same reasons apply and hopefully they are basically the same code wise so adding this feature should be trivial now.

Similar balancing belt lanes for faster belts would also be useful.
