Sometimes I want to dial down the range on a specific turret to only defend a smaller chunk of land. This lets me carve out more specific spaces to defend, use lakes to my advantage, etc.
I could also use this to set all the ranges on my turrets, upgrade the turret range science, then one-by-one clear out the area they would cover and dial up the range on each one as I clear in advance of it. (The swarm of targets as an upgrade hits can be a bit much)

+1, I think some way of controlling automatic artillery targets would be nice. In space age, a clear use case is not wanting your domesticated biters to get blown up if their food lapses, and you can imagine similar situations in mods. The more you research range, and the more quality your turrets have, the harder it becomes to control what they shoot, so I think saying "just be careful where you have turrets with autofire enabled" isn't entirely satisfactory.
As for how to implement it, something like a tool to mark specific chunks as off-limits to automatic fire sounds like it shouldn't be too hard to implement in a performant way(?) and probably covers most usecases.
