[2.0.72] vehicle_friction_modifier has incorrect tooltip

- Download the following mod:

- Look at "Repair spray" ammo item tooltip.
- Vehicle fricition is not displayed, and instead Vehicle speed, which is not defined, is displayed as 100%

Thanks for the report. Issue is now fixed for 2.1. Friction modifier and speed modifier were tangled together and so in order to separate them i had to add a new locale for "vehicle friction".
