Add FusionGeneratorPrototype::input_to_output_fluid_ratio

Hello,

I am requesting that FusionGeneratorPrototype get a input_to_output_fluid_ratio field. By default, this is 1, but changing it changes the amount of fluid the generator produces for every drop of fluid it takes in.
Use-cases
that I mostly made up just right now
  • Steam turbines that recycle water, as made famous by Space Exploration. There is the condenser_turbine_proof_of_concept mod, but the lack of this variable means that it magicks water out of thin air (because 1 steam condenses into 1 water, which boils into 10 steam.)
  • Byproducts from fluid power; now that FusionGeneratorPrototype has burns_fluid, you could implement waste products which you can reprocess or have to dispose of.
  • Nullius has explored this design space quite a lot, but has to use composite entity hacks to make it work. In addition to condensor turbines, there are also fuel-powered generators which burn hydrogen-containing chemicals and recover water, and depressurization generators which take in compressed gas and produce the decompressed gas at the correct ratio.
  • A mod maker could even make vanilla fusion generators not a perfectly closed loop (although you could also do this by nerfing the fluoroketone cooling recipe.)
The possibilities are endless, as long as it's a condenser turbine.
