I know rocket fuel crafting time must have been halved sometime in 2.0.x as i have used ratio of 2 blue assemblers to 1 chemical plant in 0.18 and solid fuel crating time was halved in 2.0.7.
However the wiki doesn't list this change.

The Rocket Fuel recipe's InfoBox was updated on the wiki (back in Oct 2024), to indicate crafting time reduced from 30 to 15, but the change isn't in any change notes. Anyhow, I've updated the 2.0.7 change history section on the Rocket Fuel page: https://wiki.factorio.com/Rocket_fuel
The other 2.0.7 change was for the stack size (increased from 10 to 20) and that is already shown in the change notes.Decreased the crafting time of rocket fuel from 30 to 15.

Rocket ingredients and related items were mentioned several times in the 2.0.7 release announcement, directly next to the stack size change.

That's horribly ambiguous
A rocket's ingredients are explosives and iron plates, neither of which had crafting times change.
A rocket part's ingredients include LDS and Rocket fuel (where crafting times were halved in 2.0.7, along with other things such as solid fuel whose crafting time change was explicitly called out in the change notes). Rocket parts also require processing units as an ingredient, whose crafting time didn't change.
Rocket fuel is used for other things besides just making the rocket-parts... it is used as ingredients for uranium fuel and satellites (in vanilla), and also just as "fuel" to power vehicles or burn in a furnace. Its easier for all if the notes are explicit: "changed X from Y to Z", and let the players figure out what the impacts of that recipe change is for any downstream processes.

The wiki pages for the two recipes list the changes in more detail. The official changelog doesn't usually change after the fact, so it'll stay the same (slightly ambiguous).
