[2.1] Shorthandless Technologies

I'm sure a bunch of people are going to be either really mad or really happy about this. I'm proposing that TechnologyPrototype.unit.ingredients is of type Array[ItemIngredientPrototype] rather than Array[ResearchIngredient], with the restriction that all of the ItemIngredientPrototypes' name properties refer to tool prototypes. This effectively removes the technology prototype's only shorthand. Additionally, since this is implemented in 2.1, technologies will be able to have quality dependent ingredients, which I've seen other mod developers having to fake their own version of quality just to make possible. (which also makes it so that all technologies have quality dependent ingredients, not just specific ones)
