[2.0.73] Drive Remotely button does not appear when using a controller

When I use a controller, the “Drive Remotely” button does not appear in the interface.
However, if I switch to keyboard and mouse, the button appears normally.

Steps to reproduce:
Play the game using a controller
Open the remote view
The Drive Remotely button is missing
Switch input to keyboard and mouse
The button appears normally

Expected behavior:
The Drive Remotely button should also appear when using a controller.

Actual behavior:
The button only appears when using keyboard and mouse.

The button only appears when opened from Remote view, to make it consistent with how it behaves with other vehicles.

In keyboard mode, I don't know why there's an inconsistency where the button always appears in the train but only appears in remote view for other vehicles.
