[2.0.76] Starting tungsten ore patch on Vulcanus is inaccessible using belts

On seed 476125562, the starting tungsten ore patch on Vulcanus appears to be inaccessible using transport belts.

It can only be reached using construction bots, which does not seem intended for a starting patch.

Steps to reproduce:
1. Start a new game with seed 476125562 on default settings.
2. Travel to Vulcanus.
3. Check the starting tungsten ore patch in the bottom-left area.

Expected:
The starting tungsten ore patch should be reachable using belts.

Actual:
The patch is blocked with lava in a way that makes belt access impossible; only bots can reach it.
