[2.0.76] Game occasionally "minimizes" and freezes, but doesn't crash

I can't pinpoint an exact cause but I've usually had this happen when opening an ingame UI (like the Factoriopedia) or a couple times when launching the game.
When this happens, the game seemingly minimizes itself, but doesn't actually crash. Steam still shows that the game is running, and no crash dump is generated.
I cannot find a way to reopen the game, whether by trying to alt-tab. It does not appear as a background app either.
Sometimes the game briefly freezes when opening an ingame UI but it carries through correctly. This brief freezing usually happens when this issue occurs as well.
Log file shows that I was running a couple mods, but this still occurs in vanilla Factorio as well. (This particular log file was when this issue occurred on launch, not ingame)
