Custom Sandbox Map - without character

I'd like to ask you guys is it possible, if so then how to create custom sandbox map in which i would play like in the one generated by game - without a character to move on the map?

Play -> Custom Scenario -> base/sandbox

I think you did not get what i mean..
I know you can generate sandbox map. But i want to create my own sandbox map..

Map editor -> New Map -> Generate
Save as a scenario
Copy locale and control.lua from C:\Program Files\Factorio\data\base\scenarios\sandbox to your scenario folder.
