[2.0.16] Extra power drain when out of power

What did you do?
Ran out of power in Gleba.

What happened?
If I produce no power in Gleba the network Satisfaction requires even more power than all buildings in the network can request.

What did you expect to happen instead? It might be obvious to you, but do it anyway!
Network requires the minimum amount of power from all buildings. This makes recovery from power outage much slower.

Does it happen always, once, or sometimes?
When ever I ran out of power. If I have enough power production everything works perfectly.

Reproduction steps:
  1. Build a power wooden power pole in Gleba.
  2. Build a Assembler 3 under the power pole.
  3. Click on power pole to Check network Satisfaction. Satisfaction max is 413kw. (Max for Assembler 3 is marked as 388)
  4. Seems to happen on Nauvis as well.
I am on multiplayer if that matters. On a dedicated Linux server. First noticed on 2.0.11.

Roboports will request more power(2 MW *each*) until they are charged the first time you supply power again. They are usually the reason for power spike after an outage.

The network I was testing this does not have a roboport.

I see flying bot in your video, so you have roboports.

Also your video shows that assembler 3 without work consumes 12.5 kW(which is its drain). I don't see any spike that is higher than that.

But the roboport is not in the network where the issue can be seen. Therefore it should not affect this network.

As stated in the bug report Satisfaction requirement is what is wrong. If you total all the individual buildings, they don't come close to what Satisfaction requirements max is.

Thanks for the report, this is not a bug. Entities take extra power to fill their internal buffer.
