[kovarex] Changing quality in BP parameters doesn't work

See screenshot of the issue. Changing the quality in BP parameters from normal->anything works the first time. But consecutive adjustments do not register / seem bugged.

Steps to reproduce:
1) Create blueprint with various parameters that are of normal quality.
2) Adjust parameters to use Uncommon quality and save BP (works).
3) Try to adjust parameters again (e.g. changing from Uncommon quality to Rare).

Expected result:
Blueprint Parametrization popup should show existing items in Uncommon quality and allow me to change them to any other quality.

Actual result:
Blueprint Parametrisation popup shows NORMAL quality (but actual BP item is still Uncommon, even when placed). Trying to change to any other quality will not register in the actual BP item.

Whenever there is other than normal quality on the parameter, it is considered that the parametrisation only selects the inner item, not the quality, so you can combine different qualities etc.
This behaviour is a concequence of it.

After all, regarded to other reports, and a quick talk on our meeting, I got convinvced that the change is worth it.
So from now on, (next release), this behaviour of taking quality from the blueprint and allowing to select only "core" part of the id only activates when more than 1 quality is used with the same id/parameter. (while currently, it was activated whenever other than normal quality was used).
