Radar should be moved to logistic tab

I never understood why Radar was in combat tab. It would be more coherent if it was moved to logistic tab.

Logistic tab holds the entities that move (or help to move) stuff. Radar moves nothing, and on the other hand, it helps chart the terrain, and detect enemies, which fit better to the military than any other tab in my opinion.

There are some buildings in logistic tab which move nothing like the soils. The combat tabs contains only weapons and defenses. Radar is a just used for scanning the terrain, and not necessarily ennemies. Also it can be used in circuit network like combinators, speakers, and display panels. It would make more sense if it was in logistic tab among the other network buildings.

Radar is also used to craft Artillery shells.
Currently it sits nicely next to other passive defenses like walls and landmines. And knowing (the terrain) is half the battle, or so I heard.
Almost half of production tab and all the turrets can be connected to the circuit network.

I wanted this change as well, so I made a mod for it.

Since the radar is now a signal transmitter, it has an obvious use in circuit builds, and seems similar in utility to the lamp. It's also no longer considered a military target by biters, which I think is another good reason it shouldn't be on the military tab.

One other thing is giving how factorio become "remote view" gameplay you need vision, BUT that why roboport now give vision, and so radar is more between military (chunk reveal to spot new bases) and signal, since base game have no circuit group I think radar should stay in military in vanilla.

IIRC the combat tab allso holds everything that goes in an equipmentgrid, combat related or not. Belt immunity, roboports and nightvision comes to mind.

In the past, the radar was a military target and that meant it would always be targeted by enemies, but that was changed I think with 2.0.

It's probably a reasonable change now (it would fit kind of nicely close to the roboport which has its own mini radar).
