I'm not sure if this would be considered a bug, but imho it's an oversight that should be fixed. Lower tier Modules of higher Quality can have superior stats to a higher tier Modules with lower Quality, but when you Ctrl+Click in a machine and place modules this way, it will automatically place the highest tier Modules available and remove lower tier ones regardless of stats or Quality. As one example, a Legendary Tier 1 Productivity Module gives the same Productivity bonus as a Rare Tier 2 Productivity Module, and a higher one than an Uncommon Tier 2 module, but Ctrl+Clicking will place the Tier 2 modules in the machine regardless. It's annoying to do this to fill up a machine and then have to manually re-place modules that shouldn't have been swapped out.
