[2.0.43] Decoratives obscure power pole supply range

What happens:

Ground decoratives obscure the power pole supply range graphic, making it hard to see.

This also affects turrets.

Without decoratives, before and after placement:

What should happen:

The power supply range should be clearly visible in all four of the cases above

Suggestions:

Make the bluish filter for power supply range affect decoratives
