Game hitching when in fullscreen

Been having issues with the game where I am getting a constant hitching (i.e. noticeable momentary pause in game) once per second. I am playing with my monitor set to 60Hz, Wait for V-sync is enabled.

This is only happening when in fullscreen view; windowed view is fine.

My specs are:
- CPU - i7-12700K
- GPU - RTX 3070
- RAM - 32GB RAM
- SSD install
- Playing at 1440p 60FPS

I have recorded this happening through screen recording and thus am able to verify it is not an issue with the monitor itself.

Is there anything I can try to rectify this? I am still able to play the game in windowed view but obviously I'd prefer to be playing in fullscreen if at all possible.
