TL;DR
I would like the ability to change mod (startup) settings if the mod/other mods fail to load in the data stage.
What?
Currently, you have to let the game boot up before you can change mod settings. This can be blocked if the game fails to load due to mod errors, and is especially egregious if the crash is due to the mod settings. To fix you would either need to open the file and change the relevant setting(s) or disable some/all mods, then selectively reenable them, change the settings, and repeat ad nauseum until you have all the required settings changed. The proposed solution is allowing the user to change mod settings if the game crashes in the data stage (if it crashes in the settings stage then settings shouldn't be loaded) and potentially resolve the issue quicker.
Why?
Partly when modding, partly when playing modded saves, updates/selections of mods have a tendency to crash the game in certain configurations. I know multiple times when working on mods of my own (notably No Pipe Touching) where loading my mod with other mods caused the game to crash in the default settings configuration, but once I change one or more settings it loads properly.
