[2.0.72] Host Game does not offer to sync mods

When hosting a save and the mods are out of sync with the save, the user is no longer prompted to sync them.
This is a regression of 107900, which addressed the following sequence of events to reproduce:
Here's what I did:
- I have some mods enabled
- I chose multiplayer -> host saved game
- I selected a save with totally different mods
- the hosting window opened, allowing to set up server settings
- after validation, the save loaded without the required mods, keeping initial mods. No mods sync window was displayed at any point.
This was fixed early in 2.x but appears to have regressed somewhere along the way.

Thanks for the report however this sequence of actions never prompted to sync mods. The linked report is about the continue button on the main screen.

Interesting. Bilka's reply suggested that was what was corrected in the prior fix.

The context of the other thread suggested it was fixing the behavior quoted (in that thread), but assuming it only fixed the 'Continue: Host' behavior, then that leaves this as an even larger inconsistency, as the quoted scenario is the only case where the user can load a save that fails to prompt for out of sync mods.

If the inconsistency is not to be considered a bug, then should I resubmit under suggestions?
