Issue: When counting Items with inserter pulse, the result will be off when an inserter is upgraded and the bots take away counted items.

Expectation 1: Bots should not take items out of an inserters hand when upgrading it. (just like when upgrading manually)
Expectation 2: Items should never dropped to the ground just liek when upgradign assemblers.
Expectation 3: when bot stack size is lower than inserter stack size, it is wierd that one item is taken out of hand and the second remains in hand (and is also not dropped to the ground)
Expectation 4: the bot should always return the replaced inserter first, not it's contents
