HEI - High Explosive Incendiary (Cannon Shell)

With all the love other weapon options are receiving, the Tank is looking more and more like a wet noodle launcher.

The explosive cannon shell is not that interesting, what would be interesting is if instead of being an Explosive Shell, it was a HEI shell, which explodes on impact creating a patch of fire which burns for several seconds.
