Apologies for being a little vague, I wasn't going to report this trivial issue I noticed last night at all, untill I happened across the bug reports on this forum, and this is all from memory. I suspect there is nothing subtle I'm doing to cause this one and that it is straight forwards, as below.
Steps to reproduce:
1 Setup basic train network
2 Wait for night
3 Click on train engine and switch to train view.
Expected:
Train shown in present location at night.
Actual:
Everything in view portal appears to be lit as in full daylight.
Notes: I am assuming that I'm on 13.10, as I'm playing through Steam, with beta selected ... I installed originally, about a week ago, so it's possible I'm on a slightly older version, if Steam did not auto-update me. Running on Windows 10

Re: [13.10]Train view portal always shows daylight
Thanks for the report, and welcome to the forum
I don't see the gameplay benefit of preserving the darkness in the train preview,
It would only be frustrating, and annoying in many situations,
So for now i consider it not a bug
