[0.17.1] Campaign - biters standing around doing nothing

On my way through the campaign, I had a bunch of biters pop up on the east side of my base and just... stand there. This happened once before and I thought I was supposed to go out and kill them proactively, but now I'm thinking maybe something is wrong bc I can't get to them safely anymore with the string of attack waves.
