I was just wondering why emissions is expressed as two numbers and not just one?
I see that it's usually written as "emissions = 6 / 3" and not "emissions = 2"
Why is us usually written as two numbers divided by each other and not just one? (The total of the two divided)

Remember that pollution is emissions multiplied by energy usage. If you have energy usage 420 kilowatt and want 3.6 pollution, it's a lot nicer to write "emissions = 0.03 / 3.5" than "emissions = 0.0085714285714285714285714285714286".
