[0.18.10] in /editor upgrade planner does not upgrade modules instantly

In /editor mode upgrade planner does not upgrade modules in assemblers instantly, but marks them for bots to upgrade only.

Thanks for the report. The current editor instant-upgrade logic only applies to entities not to modules. I'll probably make it do modules in the future but right now that's not a bug.
