Crash - Building yellow ug belt over red ug belt ghost

Instant crash when the user manually builds a yellow underground belt over a red underground belt ghost.

This happened in free play, and is reproducible in sandbox immediately. The red underground belt ghost can be placed from a blueprint or with shift-leftclick.
